Pell realized his long-time ambition of chairing the Senate Foreign Relations Committee when the Democrats resumed control of the Senate in the 1986 mid-term elections. One of his most important roles would be shepherding the intermediate-range nuclear missile treaty (INF) to ratification -- a critical advance in his even longer-held dream of world peace.
